It is no secret that the European Union has failed to meet its goal of halting biodiversity loss by 2010. Who is at fault? EU regulations - essentially the Habitats' and the Wild Birds Directives - constitute a framework that should and could have been sufficient, but their implementation by member states leaves a lot to be desired, said experts at a workshop, on 8 June, at the European Parliament's Committee on Environment (ENVI). This session, focused on implementation of EU biodiversity legislation, was chaired by Esther De Lange (EPP, Netherlands), who is preparing an own-initiative report on the subject set to be adopted by the ENVI committee in July and by the plenary in September.
