The odds of the US Congress passing comprehensive legislation on climate change, a move that would give a much-needed boost to the United Nations talks on a new treaty, have grown larger. A key Republican senator who was co-writing a revised energy-climate bill with the Democrats, South Carolina's Lindsey Graham, withdrew his support, on 24 April. Graham's move was triggered not by the bill's content but by his anger at some Democrats calling for Congress to advance new legislation on immigration immediately.
