ETS: Free quotas allocated to electricity sector

As of 1 January 2013, during the third phase of the implementation of the EU's Emission Trading Scheme (ETS), the electricity sector will, in general, be purchasing the entirety of its emission rights. Ten member states (Bulgaria, Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland and Romania) will benefit, until 2019, from an exemption that will allow them to continue to allocate a limited number of free quotas.
