Member states reluctant to support binding targets

The clearest discussion yet on energy efficiency came at a meeting of the Union's energy ministers in Brussels, on 3 December 2010. They were holding a first exchange of views on the future energy strategy for Europe 2011-2020. Ministers then showed very little support for binding energy efficiency targets. First to the microphone was the Netherlands. On energy efficiency, the Dutch talked of not "jumping the gun".
