In the 'Road map for building a competitive low-carbon Europe by 2050', adopted on 8 March, the European Commission spells out what it considers the optimal way to reduce greenhouse gas (GHG) emissions to 80% to 95% below 1990 levels by 2050. Based on a cost-effectiveness analysis, it proposes guidelines for sectoral policies, low-carbon national and regional strategies and long-term investments, while stressing that the Union must start working on such strategies now.
