Energy conservation is a high priority for China's Government, which has set a target of reducing 20 % of energy consumption per unit of GDP by 2010. Achieving this target requires joint efforts of industry, government and society at large. While technical innovations will play an important role major changes in consumption patterns and consumer behavior are equally needed. Therefore, a heat pricing and billing policy reform is necessary. Energy conservation is a high priority for China's Government,which has set an ambitious target of reducing 20 % of energy consumption per unit of GDP by 2010.In addition to national benefits,this will yield significant contributions to worldwide actions addressing climate change.Achieving the energy conservation target requires joint efforts of industry,government and society at large.While technical innovations will play an important role in improving supply efficiency,major changes in consumption patterns and consumer behavior are equally needed.
