Commission Proposes a Climate and Energy Framework for 2030

On 22 January the European Commission released a proposal for a climate and energy framework for 2030. After intense internal discussions in the run up to the publication on the level of ambition and the nature of targets, the proposed framework focuses on a binding CO_2 target, i.e. a 40% reduction of emissions. This target is complemented with the introduction of a »market stability reserve« into the EU Emission Trading Scheme starting from 2021.
