Embracing the 'Blue Box' Stewardship Model: A Framework for Enhanced Recycling in the United States

Product stewardship (also known as extended producer responsibility, or EPR) is taking hold in the United States for several products, most notably waste electronics. But pol-rnicy initiatives for packaging and other multima-terial efforts have lagged behind those of the European Union and, most notably, the Canadian provinces. Now, however, ideas for implementing product stewardship are beginning to receive consideration in the United States, where proponents see producer responsibility as a way to increase recycling rates for packaging collected in curbside recycling programs, promote sustainable products, and reduce the role of government.
