about the need for cybersecurity. According to Chertoff, the communal nature of the Internet suggests that a cooperative solution to security, involving government and industry, would be preferable to a command-and-control approach to protecting against multiple forms of cyber attack. In his remarks at the Cyber Strategic Inquiry 2008, Chertoff noted that one effort by the fed has been to establish a collaborative Cybersecurity Working Group, which meets monthly and includes industry and government representatives from all of Department of Homeland Security's 18 critical infrastructure and key resource sectors. "The idea here," Chertoff said, "is to exchange information on vulnerabilities and strategies for mitigation, have briefings in both directions about what we are seeing and what we're concerned about, and also to participate in specific projects, including projects to develop metrics, to see how we're doing in cybersecurity, an incentive study, and some other pilots about information-sharing." Much effort at DHS has focused on the chemical, IT, and banking and finance sectors, where there is particular concern about the collateral consequences of a cyber attack.
