The scourge of cell phone use at the steering wheel has emerged as a matter of concern with operators of U.S. Coast Guard vessels.rnTwo marine accidents wherein crewmembers were engaged in cell phone conversations or text messaging on patrol boats involved in collisions caught the attention of the National Transportation Safety Board (NTSB), which has provided the Coast Guard with a recommendation.rnA recent Executive Order signed by President Obama prohibits text mes-saging by federal employees, including contractors, when driving government vehicles, driving privately owned vehicles on government business, or using electronic equipment supplied by the government while driving.
