A succinct explanation of the role of the Office of Information and Regula-tory Affairs (OIRA) is provided by OIRA's Administrator, Cass Sunstein, in the July 27, 2010, testimony before the House Commercial and Adminis-trative Law Subcommittee.rnOIRA, a division of the Office of Management and Budget (OMB), re-views drafts of significant proposed or final rules developed by executive branch agencies and coordinates an interagency review process. All "relevant" agencies, other OMB of-rnfices, and presidential councils are invited to comment on the actions.rn"The usual practice is for OIRA to summarize those comments, together with our own, and transmit them to the relevant rulemaking agency," stated Sunstein in written testimony. Since January 20, 2009, OIRA has reviewed more than 900 significant rules.
