TEXAS Defining TCEQ's Enforcement Approach TCEQ is in the process of wrapping regulations around a legislative mandate to flesh out its enforcement policy. House Bill (HB) 2694, passed in 2011, directs TCEQ to adopt a general policy that describes the commission's approach to enforcement. Some of TCEQ's general enforcement policies currently exist at 30 TAC 70. TCEQ staff recently recommended changes in order to implement HB 2694. Under the recommendations, 30 TAC 70 would be revised to include a general philosophy on why TCEQ assesses administrative penalties.
