Children's Chem Program Falls Flat Poor Design Contributed, Says OIG The usefulness of programs intended to get chemical companies to voluntarily surrender environmental and health-risk information about their products has generally been questioned by parties who favor strong statutory and regulatory power. Now, with the publication of a report by EPA's Office of Inspector General (OIG), the voluntary approach has become even more suspect. According to OIG, the goal of one pilot program, called the Voluntary Children's Chemical Evaluation Program (VCCEP)—to generate data needed to characterize health risks to children from exposure to widely used commercial chemicals—was largely not achieved over the 11 years the program has been in existence. While EPA has not formally terminated the VCCEP, the Agency appears to no longer expect that information of any real value will result from it and has moved on to other initiatives.
