Proactive regional advance mitigation planning allows state and federal agencies to anticipate the environmental impacts of several planned infrastructure projects at once, and to identify regional conservation opportunities that will satisfy anticipated mitigation requirements before the projects are in the final stages of environmental review, when the need to identify specific mitigation measures can delay project approvals.
