Two national officials, including one from Germany, have complained that the EU' s draft regulation to register, evaluate and authorize chemicals (REACH) had been stripped down too far, notably on provisions concerning registration of low-tonnage substances, the chemicals that would have to pass authorization, and intermediates. The comments, from both a German and Danish official at a Brussels conference last month, came the face of continued industry, and U.S., dismay over the possible impacts on European competitiveness and capacity to innovate under the REACH regulation which had been substantially slimmed down from earlier drafts when it was proposed last October.
