Commission defends waste framework revision

The revision of the waste framework directive, a concrete measure under the waste prevention and recycling strategy, is not an excuse to cut regulation. That was the view of Klaus Kogler from the European Commission's environment directorate general at a recent FEAD conference in Budapest. Kogler said that there were no plans for a "wholesale release of everything" from the waste regime. Regulations would not be cut he said, in reaction to fears from environmental groups. He said that the distinction between what was recovery and what was disposal and the end of waste characteristic could be clarified in the committee procedure. The process would be accelerated by focussing on selected technical aspects. By contrast, the co-decision procedure would put the entire piece of legislation up for debate with the Council and European Parliament with unforeseeable results.
