Before the end of the year the Commission is due to publish its Thematic strategy on the prevention and recycling of waste following a flurry of impact assessments on four different policy options carried out in 2004 and a consultation on them that ended last September. The final strategy could well be a hybrid based on two or more of the scenarios rather than just one. One controversial issue is whether there should be prevention targets, although some people ask how this could be measured. The Commission also has to clarify when waste ceases to be waste and becomes for example a raw material, and lay down definitions of by-products, recovery and disposal.
