Slow progress in transposing packaging waste directive

Only five member states have informed Brussels that they have transposed the revised packaging and packaging waste directive, the European Commission revealed in an 18 August statement. By that date all 25 member states should have transposed directive 2004/12/EC, which updated the original 1994 directive roughly to double the recycling target and set a global 60% recovery target. The new directive also clarifies the definition of packaging and allows certain provisions to be implemented by voluntary agreements if they deliver what is required. The new targets need to be achieved between 2008 and 2015.
