The European Commission will propose changes to the emissions trading scheme (ETS) for post 2012 in the second half of next year and is setting up a stakeholder group to look into issues affecting the scheme. The ETS 12is the first international carbon trading scheme and the mainstay of the EU's response to climate change. Under the system, major power producers and energy intensive industries must gain credits for the right to emit carbon dioxide.
