The European Commission has put off until at least January proposals on how to share out among member states the efforts needed to reach twin overall EU targets for 2020 of a 20 per cent cut in carbon dioxide emissions and 20 per cent of energy being generated by renewables.rnThe burden sharing system, already used for the EU's overall 8 per cent target for reductions in greenhouse gas emissions under the Kyoto Protocol, involves each member state being given more or less to do depending on what is feasible in view of national economic, geographic and climatic conditions.
