American Samoa has banned plastic shopping bags, making it the first U.S. territory and one of the first states to enact territory wide legislation on the plastic waste.rn"The landmark move by American Samoa not only helps the local environment, it helps prevent plastic shopping bags from ending up in the Great Pacific Garbage Patch - an enormous area of floating plastic waste," said Jared Blumenfeld, the Environmental Protection Agency's Regional Administrator for the Pacific Southwest.
