Hedegaard hails China's five-year carbon plan and calls on EU to follow suit

The EU's Climate Action Commissioner has welcomed a series of environmental measures in China's latest five-year plan, including increased emphasis on energy efficiency and renewable energy and a plan to gradually implement a carbon-market mechanism.
