The European Commission this week published the historical emissions data that will be used to calculate allocations when aviation joins the EU's emissions trading scheme (ETS) in 2012. The Commission's 7 March decision, which was published in the EU's Official Journal the next day (OJ L 61 of 8.3.2011), paves the way for aviation to be included in the ETS from 1 January.
