Commission unveils 'disappointing' 7EAP plan with focus on implementation

The European Commission has unveiled its new environmental action programme (7EAP) which, with the backing of the European Parliament and member states, focuses on implementation. The plan, released on 29 November, said legislation "must be implemented in full" to meet biodiversity, climate and energy targets. This will be done through "partnership implementation agreements" with member states aimed at improving public access to justice and strengthening national authorities' inspection and surveillance duties.
