Council and MEPs agree on Seveso III chemical plant rules

Council and European Parliament representatives last week managed to end months of wrangling with a first reading deal over the shape of updated EU rules on hazardous industrial sites, particularly chemical plants, in the so-called "Seveso III" directive. Both the Danish EU Presidency, which negotiated on the Council's behalf, and Parliament rapporteur Janos Ader, who was a key part of the parliamentary team, issued statements welcoming the 28 March deal and highlighting their role in getting the two sides, and the European Commission, to reach agreement. The Council and Parliament had been divided over several major issues, a Polish presidency progress report to last December's Environment Council showed (see EE&PL. December 21, 2011, p20).
