ECHA appeals body rejects substance identity challenge

The European Chemicals Agency (ECHA)'s Board of Appeals has rejected a challenge to a decision requiring an unnamed company to submit additional information on substance identity. The company had appealed against the November 2012 decision in which ECHA asked for further information on a so-called UVCB (substance of unknown or variable composition, complex reaction products or biological materials). The UVCB substance consisted of a phenate and a lubricating oil that together formed a colloid. The case focused on the information requirements for the UVCB and notably on whether the lubricating oil, in this particular case, can be considered to be a stabiliser for registration purposes.
