The Interior Department published a final special rule Dec. 16 codifying under the Endangered Species Act existing protections for polar bears set out under separate environmental measures, a move conservationists say does little to preserve the threatened species (73 Fed. Reg. 76,249).rnInterior's final rule amends regulations at 50 C.F.R. Part 17 and adopts for the polar bear the protections contained in the Marine Mammal Protection Act and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).
