NOAA Fisheries Service Dec. 1 proposed that 3,016 square miles of Cook Inlet be designated as critical habitat for the endangered beluga whales dwelling there (74 Fed. Reg. 63,080).rnThe proposed critical habitat-covering more than a third of the inlet-encompasses the northern portion of the inlet, including waters off Anchorage and Kenai, plus all of Kachemak Bay and some sections of shoreline along the southwestern shore.
