Returning from a trip to China, United Nations Secretary-General Ban Ki-Moon July 29 commended the country's leaders for giving him assurances that "China wants to seal a deal" at December climate change negotiations in Copenhagen. The roles of the United States and China, as the world's largest emitters of greenhouse gases, are viewed as central to the outcome of the Copenhagen talks, known formally as the 15th Conference of the Parties to the U.N. Framework Convention on Climate Change (40 ER 1431, 6/19/09).
