After the U.N. climate change summit in Copenhagen failed to meet all but the most modest of expectations, the stakes are raised in 2010 as questions swirl about the role the multinational body should play going forward.rnThe summit, formally known as the 15th Conference of the Parties (COP-15) to the U.N. Framework Convention on Climate Change, was the largest climate change negotiation by any measure, with 119 heads of state or government on hand, 193 countries represented, and some 45,000 total participants. The Dec. 7-19 conference in Copenhagen was the eighth U.N.-sponsored climate change meeting of the year and capped two years of negotiations.
