The effects that a stricter vehicle fuel economy standard may have on consumer choice are difficult to predict, panelists at a Resources for the Future event said Nov. 3.rnPanelists also said Corporate Average Fuel Economy (CAFE) standard must be combined with carbon pricing to help drive technological innovation and that the standard may be less effective at reducing fuel use, and thus greenhouse gas emissions, than raising gasoline taxes. In April, the Environmental Protection Agency and the National Highway Traffic Safety Administration released a final rule for cars and light trucks requiring a 40 percent increase in fuel economy to a combined 35.5 miles per gallon by model year 2016. The fuel standard will be phased in beginning in 2012. The rule also will limit vehicles' greenhouse gas emissions in 2016 to an average of 250 grams of carbon dioxide per mile (41 ER 723, 4/2/10).
