Two federal agencies have indicated that they do not intend to pay a new fee imposed by the District of Columbia on owners of impervious surfaces to fund construction of a stormwater disposal system.rnWith the prospect of their agencies having to pay the fee starting in 2011, the Defense Department and the Government Accountability Office told the D.C. Water and Sewer Authority (WASA) that their agencies will not do so because it is a tax, not a fee for services rendered.rnWASA assessed the fee for the first time in water bills due in May 2009 for district property owners other than the biggest one, the federal government. WASA and the federal government operate on two-year contracts and the next one opens Jan. 1, 2011.
