Attorneys general from California, Massachusetts, and five other states April 5 called on senators who are crafting a compromise climate change bill to ensure that state and regional efforts to curb greenhouse gas emissions can continue, noting that federal environmental statutes have traditionally allowed states to issue standards as long as they are at least as stringent as federal law.rnThe attorneys general also noted that Congress declared in the Clean Air Act that preventing and controlling air pollution "at its source is the primary responsibility of states and local governments."
