The prospect of natural gas drilling in the New York City watershed could end up costing the city billions of dollars for construction of a large filtration plant, the city Independent Budget Office said in a Dec. 17 fiscal brief.rnThe budget office, a city spending watchdog agency, noted that state policymakers are considering whether to allow companies to drill for natural gas in the Catskill-Delaware watershed, which accounts for more than 90 percent of the city's drinking water supply.
