The Environmental Protection Agency is proposing to tighten emissions standards for facilities that produce pulp or paper at a cost of $6.2 million annually for emissions controls, testing, and monitoring. The proposed rule is expected to reduce emissions of air toxics, including methanol and formaldehyde, by 4,000 tons per year. The rule is based on a Clean Air Act-mandated review of residual risk from existing air toxics standards and of the potential for new technology to make further emissions reductions. EPA said 171 facilities are subject to the standards.
