The House voted 234-193 to pass legislation Dec. 13 that would extend the existing 2 percentage point payroll tax cut through 2012, but Senate Democrats said they intend to remove provisions aimed at restricting Environmental Protection Agency regulatory authority and at clearing the way for construction of the Keystone XL pipeline. The House-passed bill (H.R. 3630) includes language to limit EPA in regulating air toxics emissions and would give the president 60 days from the date of enactment to approve a permit for the Keystone oil pipeline.
