The U.S. Coast Guard released policy guidelines March 9 intended to help its staff monitor inspections and evaluate the compliance of U.S.- and foreign-flagged commercial vessels with the Environmental Protection Agency's general permit for discharges incidental to the normal operation of vessels (76 Fed. Reg. 12,892).
