Policymakers could achieve needed greenhouse gas reductions and reduce oil consumption from the transportation sector through a combination of existing policies and targeted changes in the upcoming surface transportation bill, according to awhite paper issued Feb. 15 by the Pew Center on Global Climate Change. The document, Saving Oil and Reducing Greenhouse Gas Emissions through U.S. Federal Transportation Policy, includes eight legislative proposals aimed at curbing fossil fuel consumption and climate-warming emissions, including a federal excise tax on fuel.
