The United States and Mexico struck a long-sought deal to allow oil and gas exploration and production in underwater fields that cross the territorial boundary between the two countries in the Gulf of Mexico. The Transboundary Agreement, signed Feb. 20, opens almost 1.5 million acres to development. It provides for joint inspection teams from U.S. and Mexican regulators to assure compliance with environmental laws and regulations.
