Volatile Organic Compounds in Carpets To Be Regulated Under New York City Law

Emissions limits for a wide range of volatile organic compounds would be set for carpets, carpet cushions, and carpet adhesives under legislation signed by New York City Mayor Michael R. Bloomberg (I). The bill (Intro. No. 585-A), passed unanimously by the overwhelmingly Democratic-controlled City Council Jan. 4 and signed by the mayor Jan. 17, adopts tables setting 14-day emissions test criteria for 33 VOCs in carpet and carpet cushions, including benzene, ethylene glycol, formaldehyde, naphthalene, styrene, and toluene. For carpet adhesives, the city will apply state standards. Stripped from an earlier version of the bill was coverage of architectural coatings and adhesives. The bill takes effect July 1, 2013.
