John Podesta, who was former President Bill Clinton's chief of staff, is returning to the White House as a counselor to President Barack Obama and is expected to help implement the administration's energy and climate agenda, including a climate action plan to curb greenhouse gases. Administration officials said Dec. 10 that Podesta's position, which will be for one year, doesn't require Senate confirmation.
