A federal appeals court Oct. 1 upheld a dismissal of complaints by environmental groups that said the U.S. Navy failed to follow all procedural requirements of environmental laws in preparing to develop an antisubmarine warfare training range near a whale calving area (Defenders of Wildlife v.
