State lightens Exemption Policy On Air Quality Permits for Shale Sites

Pennsylvania completed a revision of its air quality permit criteria Aug. 8 to end the practice of unconditional exemptions for operators of unconventional natural gas wells seeking approvals of air quality plans and permits for their well sites. Revised technical guidance explains that the Pennsylvania Department of Environmental Protection may grant permitting exemptions to operators provided they implement controls and practices that are more stringent than federal rules.
