The Virginia House of Delegates approved legislation Jan. 28 that would end the state's renewable portfolio standard bonus program benefiting its investor-owned electrical utility companies. The bill (H.B. 2261) would eliminate a system providing renewable portfolio "adders" on residential and business customers' bills of 50 basis points or .50 percent. The system was designed to reward the utilities for generating power from renewable sources such as solar power and land-based wind stations.
