EPA Finds 28 States Have Not Submitted Implementation Plans for Ozone Standards

Twenty-eight states, the District of Columbia, and Puerto Rico have not submitted complete "infrastructure" state implementation plans for the 2008 ozone air quality standards, the Environmental Protection Agency said in a final rule published Jan. 15 (78 Fed. Reg. 2882).
