The Obama administration is expected to move ahead in 2014 with new limits on power plant carbon dioxide emissions, a significant step toward fulfilling the president's pledge to address climate change in his second term in the absence of congressional action. Finalizing the power plant rules is widely seen as a key leadership step for the U.S. as international climate negotiators focus on a new treaty to be finalized in Paris in 2015. However, the rules could face challenges from congressional Republicans who may try to block the regulations through legislation.
