The post-2020 global climate deal to be concluded in Paris next year should include near-term pledges to cut greenhouse gases by 2025 to prod nations to be as ambitious as possible in addressing climate change, the U.S. has said. A longer-term target of 2030 would only encourage countries to put forth more modest pledges over the preceding decade that might not take into account advancements in technology or increasing costs of inaction, the U.S. said in its Sept. 17 submission to the United Nations. A 2030 target would leave parties "unsure about how ambitious they could be-and we might end up locking in ambition at a lower level than would have been possible had we first chosen 2025 and then made new contributions" at a later date for the 2030 time frame, according to the submission.
