Water Utilities Petition EPA to Reconsider Standards for Sewage Sludge Incinerators

Wastewater utilities petitioned the Environmental Protection Agency to delay and reconsider air pollution standards for sewage sludge incinerators following a recent decision by federal appellate judges. The EPA now has the authority to determine whether it should regulate air pollution emissions from sewage sludge incinerators under the incineration requirements of Section 112 of the Clean Air Act or the solid waste requirements under Section 129, the National Association of Clean Water Agencies said in its May 27 petition. The National Association of Clean Water Agencies, which represents nearly 300 publicly owned wastewater utilities, is petitioning the EPA to reconsider its March 2011 new source performance standards and emissions guidelines for sewage sludge incinerators (76 Fed. Reg. 15,372; 42 ER 614, 3/25/11).
