Despite rhetoric for decades from the White House, minority and low-income groups are still disproportionately more likely to bear the brunt of accidents at chemical facilities than the rest of the U.S., a report released May 1 said. Minority and low-income populations are significantly more likely to live in chemical facility "vulnerability zones," or the maximum distance within which people could be affected by a toxic or flammable chemical accident, the Environmental Justice and Health Alliance, the Center for Effective Government and Coming Clean found in their analysis of Environmental Protection Agency and U.S. Census Bureau data.
