A natural gas storage company will pay around $2 million to build and operate a system to reduce emissions of volatile organic compounds at a facility in Conway, Kan., the Environmental Protection Agency said May 5. An April 2012 inspection found the company, Mid-Continent Fractionation and Storage, had been using an emergency flare to control its emissions, the EPA said. The flare's operating settings resulted in decreased efficiency in controlling volatile organic compound emissions, resulting in the facility's potential to emit emissions that exceeded permitted limits in violation of the Clean Air Act, the agency said.
